The Muqor District Center is a
one-story structure with 9 office rooms, and one bathroom and is currently
undergoing renovation of it's roof structure, door and windows. Coalition
Forces have provided diesel generators as the sole source of power for the
Muqor District Center facility, leaving the occupying government officials
full dependent on the daily supply of diesel fuel to run a fan, turn on a
light or operate a computer. Without a renewable and sustainable power source
these facilities will not remain capable of providing the public services
that are critical to build local support of the Afghan Government Officials
and their respective office Ministries. TF Professional respectfully requests
for CERP funding to increase DC's operational capabilities by installing a
solar power source to meet the needs of electrical power distribution. |

This project will hire and equip
temporary contract guards to protect the vital economic route withing the
Bala Morghab District. This will help increase security and enable local
elders of the \"Village Developmental Committee\" freedom of movement
in Bala Morghab communicate with GIRoA officials. Additionally, this is an
effort to employ a large number of locals in Bala Morghab area. If men have a
good paying job, respect, and feel they are protecting themselves and their
families they will have a reduced incentive to join the insurgency. |

Caused by Coalition Force |
During Operation Hero Recovery,
07 November 2009, in Bala Morghab, Afghanistan, INS forced residents out of
their home at MGRS 41S NV 29886 39347. Taliban attacked Coalition Forces with
several RPGs and small arms fire from the above locations. Coalition Forces
were not able to advance or withdraw and were receiving accurate and
effective enemy fire so the ground commander decided to eliminate the threat
by means of bombs and hellfire missiles. The homes are no longer habitable,
lands were damaged, and residents'' belongings were completely destroyed by
Coalition Forces'' small arms fire and air strikes. |

The natural waddi that runs
northwest to southeast in Muqur impedes movement by locals travelling by all
vehicles (except motorcycle). The waddi restricts movement for Muqur locals
and prevents a direct link between the bazaar and East and West sides of the
waddi. Currently, no bridge exists to provide this link. Now, local
businessmen and jingle trucks coming from Qala-E-Naw must travel on less
secure and heavily eroded roads and travel a much longer distance to
negotiate the waddi and arrive at the Muqur bazaar to sell goods. By
constructing a bridge, it is anticipated that renewed economic growth would
follow. |

The Bala Morghab Clinic is
providing medical care to over 10,000 citizens of Bala Morghab. From 01
January thru 10 January 2010, USAID, Battle Group-North, Task Force
Professionals, and Spanish PRT conducted assessments of the clinic''s
capabilities to identify issues and concerns. There were several major
problems identified to include a sub-standard working environment, the lack
of medical supplies, equipment, staff, administrative and salary issues. In
coordination with the local government, above mentioned organizations are
currently nominating funds necessary to help with clinic improvement. The end
result is to provide better and increased medical care to the citizens of
Bala Morghab, thus treating illness, disease, and trauma more efficiently. |

The town of Bala Murghab does
not have a central Mosque and have been asking ISAF/GOV''T to establish one
for years. After failed attempts from their GOV''T/ISAF, the town turned to
the Taliban for assistance, and they failed to provide the villagers with
quality work and follow thru. By providing the villagers the economic
resources to complete the mosque, with local workers, vendors, and
contractors, GOV''T would fulfill a necessity of the people. This would
increasingly drive the peoples loyalties towards the GOV''T, and drive them
away from the necessity of the Taliban. |

Construction of a new vehicle
bridge will provide better access for approximately 5,000 families stretched
along RTE SULPHER, in Moqur, and North to multiple nomadic Koochie villages
to and from Qala-e-Naw, the center of economic trade for the Badghis Province.
The main economic trade for the Moqur district is wheat harvest which must be
transported to Qala-e-Naw for processing and further distribution. With
recent increased security along RTE SULPHER, civilian traffic to and from
Qala-e-Naw will only escalate. The existing bridge was constructed using
large cement pipes, covered in dirt and reinforced with concrete retaining
wall. For several years, locals have donated money to maintain and improve
the integrity of the bridge, but only to witness the bridge slowly collapsing
and retaining wall breaking apart by heavy traffic, making this an unsafe
bridge to travel on. |

Respectfully requesting CERP
fund to provide solar power for Bala Morghab School. The Morghab Valley,
along with the District of Morghab and indeed the Village of Bala Morghab, is
far from any power grid and unlikely to receive a grid in the foreseeable future.
The boy and girl schools of BMG operate during the extremely hot summer
months and close during the winter. This makes them ideal for solar power
systems that could turn on lights, computers, fans and support small cooling
refrigerators. |

TF Professional have witnessed
children and locals walking at long distances and fetching dirty water from
the unsafe streams in a nearby Wadi for drinking and cooking. Giving the
populations accessibility to clean water is one of the most frequently requested
projects and one that will reap the most rewards in terms of not only
Coalition Forces and GIRoA support, but also in long-term water and
sanitation services. TF Professional proposes funding 7 well constructions
that will support the Ab E Kamari village of over 25,000 locals. These wells
will quickly win the support and favor of the local populace. The end sate
will be to reduce the insurgent support base by demonstrating that Coalition
Forces and GIRoA are present to support the populace. The access to clean
water will also reduce sickness by providing locals with clean water to cook
with and drink. |
